how do i abandon my outpost 2 take over a new 1?

go to the outpost you want, then click on management, there is a button that say "abandon outpost" and it will take 24 hours to completely leave the outpost

Is that the same as Surrender outpost and what happens to your Army and supplies?

yes it is the same as surrender, everything at your out post will be lost so bring all your troops and your supplies to your main castle.

The process of surrendering your outpost takes 24 hours. Afterwards all that was there would be gone to the outpost remains to its original size and state as it started out with (just a level 1 keep). So during the 24 hour countdown you want to transfer all your troops and resources along with demolishing all your buildings as to refine as much resources as possible except the marketplace to allow you to transport them (this could take awhile depending on how many you have).
