Is there a visiting merchant that offers you 50% discount on whatever rubies you spend?

e.g you can buy the Bakery for 625 rubies instead of 1250

i’m sure i saw something like this the first week i started playing this game. there was a time limit on this offer.

They do have this event although it's random much like ruby bonuses.

It's just finished, if you didn't see it... Will be at least 4 weeks till it comes back I think.
