Do I have to be certain level to get more than 3 commanders?

No, you need to have more (active) swordbrothers, and also you need to have a level 2 encampment or above

So what is the ratio of swordbrothers to commanders once you have L2 encampment?
I had 4 SBs accept, three are now "inactive" with one still active. Is it automatic depending on how many SBs? I have an L2 encampment.

Yes it is automatic depending of the amount of swordbrothers, the encampent only increases the maximum you can have

I don't know, the ratios, but the game will always show how much swordbrothers you need for the "next commander" or "next spy"

  • Level 1 Encampment capacity 3 Commanders - 2 Sword Brothers for each commander thus 4 in total (you start off with 1 Commander)
  • Level 2 Encampment capacity 6 Commanders - 3 Sword Brothers for each commander thus 9 in total
  • Level 3 Encampment capacity 9 Commanders - 4 Sword Brothers for each commander thus 12 in total

No, you start with 3 commanders

Which would be a bit odd.

I read in some of the previous update annoucements (I think the achievements one) that you will always have at least 3 commanders/agents
