I got a new outpost and it has some decoritvie items over my lvl and I accidentlayy stored one of em. can I get it out of storage?

Just go to your storage menu (Construction menu > Storage for decorative items) and attempt to place it back. If that doesn't work I suppose you just have to wait till you are the acquitted level to perform such action.
