You can build up to three taverns in your main castle, taverns cannot be built in outposts. Level 1 taverns only provide 1 spy, level 2 taverns provide 3, and level 3 taverns provide 5 spies. Hence, if you have three level 3 taverns, you will have 15 spies, which is the maximum as bobbysbro stated above. Also be aware that you'll need a certain number of sword brothers to be able to send out your spies.
