In everwinter, I noticed the higher level players have more than 15 (new max.) Can someone explain this?

If they have more than the new max (15) then they will keep them all till someone captures a village from them. They will then not be able to replace or recapture another until their total gets below max. The most powerful/feared players will always have more than new/weaker players are allowed to have.

That's annoying, cause when I captured a village, he was so mad that he attacks me all the time. So watch out guys
