p.s. i am in a good position only newbies and 4 unoccupied resource villages i think thats rare according to you guys

Well then, send resources over from the great empire until your produce enough in ice and capture as many villages as possible before others get to them. As for the competition, you can either become friends with all your neighbors (which never really works because they can backstab you) or you can ruthlessly beat them into fearing you so they don't attack you in the future.

I would say the same thing. I don't wanna be friends with my weak neighbors, so i attack them atleast once to make it clear that i am the strongest.
