No, you just need more food production-you can build more farmhouses

More building will increase production. As will better Public Order, which can be increased by building decorative items.
You can also buy rubies (or save them up) and use them to build bakeries and hire the food overseer.

ive got 12 farm houses, 25 parks, no space to do anything more

One word:
Bakery.
You can reduce the consumption of even veterans and renegades to 2.4 each.
BTW, you can go WAAY into negative food production. I've sustained -1000 per hour for over a day and some players have reported more.
