If I unlock the chest by buying 31,000 rubies, does it open right away or can I unlock it and get the troops out when I have the food to cover them?

It opens straight away and you will immediately get the 300 troops and 75 tools. They consume 1200 food (720 with a level 4 bakery), so plan ahead!

How often does it come round? I cannot produce food of that magnitude yet bu I like that box.

First of all, you're welcome. 
To answer your next question, it appears randomly, but I would guess twice a month for around 12 hours each time. Maybe a mod or another player could say exactly how long it lasts for, but the "twice a month" guess really is a guess as no-one can predict it.
If you are interested in the box, you may also be interested in another ruby sale. There is a +100% one which doubles the rubies you purchase. For instance, purchase 32,000 rubies and get 64,000! Depending on whether or not you value 300 travelling knights and 75 tools above 32,000 rubies, you may decide to buy during the +100% sale instead of during the treasure chest sale. But the +100% one only lasts for 90 minutes, although it might appear more often than the box. It partially depends if you're willing to wait a while and are very active or not.

There are similar suggestions for the Travelling Knights Quest event and the new Renegade event but the fact is that would just turn out to be far to convenient. Just got to time it to the last minute or alternatively use said troops very aggressively to gain resources by pillaging castles.
