move the weaker units to an outpost with some food supply then focus on getting stron defence/attack units in your main.

At a certain point, yes.

Let's say you have 210% PO and 3 farms in your main castle. Do you want another farm running at 75% occupancy rate, or another decoration?

Let's say you have 65% PO and 25 farms in your main castle. Do you want another farm running at a very low occupancy rate, or a decoration?

It depends on the situation.
