how do i make spies

Build a tavern. You can have up to three taverns, each level 1 tavern gives you one spy, each level 2 tavern gives three spies, and each level 3 tavern gives five spies.

I have one tavern level two, and one level one, but I can still use only 3 spies. According to post above, I should have 4?!?!

How many swords brother do you have?

I have 4 sword brothers.
I see... I opened sword brothers menu, and it says I need more sword brothers to receive more additional agent.

Well you don't MAKE spies, you hire them through building and upgradng a max of 3 taverns to level 3. You also need more sword brothers to have more spies.
