any 1 which level of barrack

we can start to recruit travelling knight and traveling crossbowmen ??

or

we need to buy them with rubies (when and where ?)

the only way to get them is by doing the challenge (attacking robber baron castles) or paying rubies

And the only time you can only do the challenge or pay rubies for them is during the travelling knight event, which happens, oh, about every 2-4 weeks. So no, you cannot recruit the travelers using your barracks.
