It seems that they have lowered the number of soldiers you can use to attack a Barbarian fort. According to my spy info, they have not lowered the number of defenders. Is this an effort to further disadvantage the non-ruby players who must earn rubies by attacking 3-4 forts a day?

yes, they have reduced the number of attackers. for all NPC (towers / rbc / fortresses)
no, the number of defenders hasn't been reduced

the update was announced, but they somehow 'forgot' to let the mods in this little secret (the 'balancing' -as they call it - for npc attacks)

the amount of attacker in left/right flank is reduced by 3, fronter by 9

The new soldier limits are that on each side flank the number of soldiers that can be put in is equal to the level of the NPC/player castle. The middle flank is the side flanks times 3.
Note: The maximum soldier limit is 52 at side flanks and 156 at middle flanks

Yes, this does also count for normal players' castles

unless i am mistaken, it was always this way for player castles. the max you could send was 1040 soldiers ... no?
