You can use it by clicking the button where it says the duration of the potion and the effect.
I recommend applying it to a farmhouse if you're struggling with food, or a stone quarry or woodcutter if you're struggling with resources.

There are some buildings you cannot use the potions on, the keep, is one of them, you can click on brew potion then you will see the buildings you can apply the potion in, and you can see the difference between old production and the new production that last for the time the potion lasts.

is it apply to
1 kind of building ?? that is i apply to farmhouse, all farmhouse will increase in production ??
or
just a single building.... that is to say, only 1 farmhouse has affected, other unchanged
and
what happen if my farmhouse already has overseer
does it
125% X 120%
or 25% + 20 %
or
just 25% ??

I don't know about the formula, but when you apply a potion it only takes effect in that specific building you apply it

ok.. going to apply it, food b4 apply
main castle : 507.8 - 1137.6
outpost 1 : 369.8 - 745.2
outpost 2 : 336.7 - 358
336.7 is food production
358 is food consumption
P.S
after apply in 1 of farmhouse in outpost 2
< for that farmhouse, it say 64 increased to 76.8 , that is 12.8 [20%] >
the farmhouse 1 apply has change colour from others
main castle : 507.8 - 1137.6
outpost 1 : 369.8 - 745.2
outpost 2 : 350.1 - 358
350.1-336.6= 14.5
14.5-12.8=1.7 <-- additional 1.7 may be due to overseer
Conclusion:
it only apply to a single building, other building of same kind has no effect
it has change colour due to light
it ha sno effect across other outpost or castle

The potions increase the BASE production, which therefore effects the overall production. You don't need to worry about overseers or anything - everything is factored in normally.

Those figures, i copy down, tell me
it only apply to a single building, other building of the same kind has no effect
I have 4 farmhouses in outpost 2
only 1 lvl 7 farmhouse has increased in production,
other farmhouse has no effect...
my castle level 7 farmhouse has also no effect
May be it is a new bug < b4 i apply, it also say it affect all building of same type >

No, that is not right, it doesn't affect all the buildings of the same type

To confirm once and for all:
When you select your potion, you can select 1 building to apply the potion to. This bonus is applied to the base production OF THE CHOSEN BUILDING ONLY. There are no other effects.
For instance, let's say I have 3 farms that produce 100 food each - farmhouse A, B and C. I choose a potion that adds 20% bonus for 1 day. I use it on farmhouse A. Farmhouse A now produces 120 food and B and C each produce 100. This gives me a total of 320 food production, a 20 food increase per hour compared to the production without the potion.
Post a screenshot of the screen that you think says it affects all buildings of that type. But I can tell you now that there is NO BUG. However, there may be INCORRECT INFORMATION in-game. To confirm, what I described above is what is supposed to happen and what does happen. Whether this has been shown correctly is another matter.

it would be nice if we could trade ingredients to be able to buy what we want: I have a lot of one and none of the other, I could sell back some that I have a lot of to get more of what I need so I can buy the potion I want.
