There's a clock, is that for when you need to have the troops dispatched or actually have the attack happen?
Is there a chart on attack strengths? (yes, I'm lazy) (not enough code words to limit search results to less than half the Forum)

I think you have to hit the King before the time runs out.
The King's defenses are different from time to time, but it's a level 41 RB, and you can see your attack power in the flank, if that was something that you were leading for

u have to hit it before the clock expire..
u have to count whether your army land at him b4 timer expires
it only give u reward when
(I) your army hit "king" b4 timer expired , it do not count from launching army
(II) and u win the battle
so do not think u launch 7 macemen , then u get the reward
u must send right army to win the battles

Currently, I have a Baron King, timer expire within 2.5 hours
i need to draw all my force from castle and outpost to hit him < i get insufficient army to hit, so all kind of soldier i gather together to help to hit >
But i am sure..
this Baron King is stronger than the last one 1 defeated a few weeks ago

Your attack has to actually hit before the time runs out. I don't think the game even lets you launch an attack on it unless it will get there before the time runs out. As for troop strengths, they'll just be regular halbs/longbows/archers/etc. You can look up the stats in your recruitment menu.

has 7 days protection from RBC attack
but i rather they attack, they usually give me some coins to use
