As far as I can deduce, whenever you send tools in an attack, whatever tools are not used, return with your attackers. Am I right? There have been a couple of times when tools have returned for me.

Yes, if for example you sent tools for 4 attack waves and your opponent only survived 1 wave in each section all 3 other waves of tools will be returned with your army (except for looting bags and carts and glory banners)

Ok sweet, and I have recieved loot bags back a few times
