why do players get suspended when they play gge too much? is it bad for the game?

It is an automatic 10 minute suspension to stop people from creating some code that collects taxes every 10 minutes, which is against the rules for obvious reasons. It's no fault of the player him/herself when it happens, unless they actually were cheating.
