In everwinter glacier is there a limit for occupying the resources villages for every player or a player can occupy unlimited resource villages?

If there is a limit so please tell for every type of resource village!

The limit is 5 of each type.

Some players still have more as the limit was only recently introduced and villages weren't taken from those who had more than 5. If a village is taken from a player who has more then 5 of that type they cannot take it back.

No, the players that have more than 5 of each get too keep the villages until someone comes and steals it. Once someone else has stolen a village that is over the limit they can't get it back.

Everything that you have described is part of the game. If you want a resource village and there are none near you then you need to take ones from other players because there will be no new ones added. It is now part of the game for you to figure out how to deal with players that want to attack you.

All the stone and wood resource villages are owned by players with higher level than 40 and all they belong to some strong alliance. There is no point figure out how to survive at level 29 if all of 20 members of some alliance attacks me one by one in turn.

Well that is your fault. You should know not to steal rvs. Only steal from inactives.
