I have received an announcement stating that I need to upgrade my wall and gate. When I attempt to do this I am not permitted. Not sure what I'm doing wrong. Any help?

goto wall upgrade and click on the up arrow

there is no announcement to upgrade wall and gate

only quest request u to complete

gate ..click gate to upgrade
wall..construction..battlement..click wall to upgrade

u cannot ..
may be
your player level is not reached or
u do not have required resource

pls check
