My public order is at 189% plus the 30% (219%) for the level 3 flour mill. My last farmhouse can only go 17% due to occupancy rate. Therefore if you go 219-83(the percent lost by occoupance rate)=136%. My farmhouse is producing 33 food rather than the 80 for 100% production. Why?

Math isnt correct. You've got a farmhouse producing 17% of 88food. Thats not going to change. When you add anothr 100% its going to double that 17%. So since 17%=14fph. Double that and you get 28fph, and then you have the leftover 36%. You multiply that by the 14fph and you get about 5. 14+14+5=33.

Edit: The Math
17%*88fph=14fph
14fph=100% production of that farmhouse
14fph is given, add 100% of that=another 14fph
add in the remaining 36%,which is 14fph*36%--> gives you 5fph.
14fph+14fph+5fph = 33fph.
