what would be a good defense set-up ( what kind of troops) at level 23 at my main castle???

Yup, halberdiers and archers. once you reach level 26 and upgrade barracks, the best will be mostly halberdiers and longbows, but for now only archers and halberds.

yes once you get lvl 5 barracks you should get halberds and longbows. i am not lvl 26 yet (only lvl 25) but i got a super outpost from a high lvl person and it has lvl 5 barracks so i can get them
