You can't know that exactly, that is the point of the game 
You can check if he is building something in their castles, but that doesn't mean he is online as you can build or upgrade something and then go offline

This http://en.board.goodgamestudios.com/empire/online.php?order=asc&sort=username&pp=20&page=1 helps sometimes. Quite often if you're on the forum reading you'll have the game open....

I like starting a fire on my target, then watching when it gets put out. It takes time, but it can be very helpful if your watching a target for a while.

u know whether he is active or not ......that is for long time ..not online
