can u abandon ur outposts and create new ones

Yes, I've already answered this question in another thread. Go to "Economy" then click "Overview". Select management for the outpost you want to give up, then click "Surrender Outpost?". Be aware that it takes 24hrs to leave an outpost, which also gives you time to send any resources there to your other castles.

when you don't send your resources it will stay in there?

They will be lost, unless someone else captures your outpost. After you surrender an outpost all the buildings and resources disappear and it returns to the default state (i.e. lv1 keep only).
