You build it just like any other decoration. It's called a dragon well.
Certain decorations are only available at certain levels. I can't remember what level the dragon well is available from though.

I remember hearing a while back about a special event called the Icy Siege(or something like that) that took place before I started playing with a dragons head decoration as the prize. That's probably what you're referring to, it ended long ago so you can't get one now.
