I have noticed that consistently, several of the RBC's I have leveled up no longer give rubies when attacked.
I have also noted that ever since the alchemist event, that I no longer seem to get sections of the map from the RBC's. What is the issue? No rubies or map pieces make it hard to want to hit them anymore.

I've observed something similar but over the last 2 or 3 days, not since the introduction of the alchemist.

they only give 2 or 3 rubies anyway but map pieces you should complain about

Both rubies and map pieces are awarded at random. You could attack 100 level 30 RBCs and not get anything, and then hit a level 3 RBC and get both.
You can get a decent amount of rubies from RBCs. I have got 25 from level 20 RBCs and I think the limit of the RBC is level 37, so you should be able to get quite a bit more than 25 rubies from a single RBC.

my problem is that since level 10-11 several of my RBC's have consistently given NO rubies at all whatever. Ever since the Alchemist last time(and he is back again!) I have not been getting map pieces at all, I should havce gotten at least 2-3 from the barrage I landed on them (10 in all) yesterday. Maybe this latest round of alchemy will allow the pieces to return?

its really just random, the alchemist just lets you get ingredients along with map pieces and rubies,
im doing fine, i got a map piece, rubies and some ingredients in one attack

Did same earlier, now back to just berries and roots, even the bag opf herbs was just more berries and roots, the most common ingredients of the event, I have so many berries and roosts that the damn bag ought to have been brimstone and nightleaf
Have not seen a single nightleaf at all in both times of the event, map pieces have ceased showing up, and now the high level RBC's are not giving rubies? Math engine crapped out it seems, broken, needs fixing
Need I say that I am starting to hate the alchemist?
In fact that is it, I am not touching the Alchemist event at all anymore
I am stopping my RBC hits for the rest of it, and ignoring him from now on when he returns Tired of wasting time/coins/resources for nothing but berries and roots

It is pure luck--i just got a black rose, and several that i have attacked have rubies and map pieces and tons of herbs.
I use the whole first wave of 1 bowmen and then the 2nd wave has about 8 one hand sword in the middle with regular crossbow and full macemen on the sides, no tools.

The point is at first it seemed the issues were fixed and I got total of 6 brimstone, and some map pieces, now, 0 rubies consistently, no map pieces and nothing now but berries and maybe roots for the last 20-30 attacks now
first 10 attacks it iwas okay, abut nothing more since then, one of my alliance got 31 brimstone, and nightleaf, I have never seen a single nightleaf for both events, like I said not sure what the issue is but I have no stomach for chasing my tail like that if all I get back is berries and roots. I am swimming in those! You need at lkeast one of the other 2 ingredients to do anything, and not a single brimstone since yesterday and NO nightleaf, not even 1 I say it is broken and wastes my time.

NOTHING IS BROKEN. The last 2 ingredients are very rare and it is either difficult or completely impossible to get them from low level RBCs because you need less of those items. I attacked ~100 RBCs under level 8 the first time the alchemist came (1 brimstone + 0 night leaf) and then attacked ~5 level 20 RBCs the second time (5 brimstone + 2 night leaf).
THERE IS NO ISSUE. NOTHING IS WRONG. THE EVENT FUNCTIONS PROPERLY.
