Please can you take a look at my first outpost Wickerman 2.
This is a stone producer with 255.1/hour.
It is producing less than half that I think.
Unrest is at 0 and production at 110%.
Is there a bug or am I missing somthing?

How can you tell it's under producing?
Click on each stone quarry, then click the "i" tab next to the chat box.
Add up all the production and that gives you your total. Compare that to the total stone produced on the bar at the top and see if they match.

Production is at 110%, so the PO is positive. Back to the question.. Is that woodcutter at the maximum occupancy rate? You know how the first 3 buildings make 100%, the next has 75%, and the next has 56% production..

Wrong, especially with an outpost.
Occupancy rates vary from castle to castle. Your main in the Great Empire has 3 of each, whereas outposts have 6/8 of one and 2 of another (varying on which one you chose). Everwinter Glacier has 2 of each and all other kingdoms have 2 food and 1 of the others. A capital has 3 food but 0 wood/stone and the military camp in the Thorn King event had nothing for any resource. Food villages don't have occupancy rates as nothing can be built in them.

If you are sure that your rate is under producing, then look at the amount you have at the top of the hour, then see how much you have at the end of the hour. If your production is actaully what you say it is, and you have 3000 to start with, you should have 3225 stone at the end of the hour. Assuming that you do no building during that time.
