Good luck looking for some members!If your a smaller alliance (I suspect you are, thus the no matter the level) here is some advice

Aim for the middle. Aim high, hit lower. Mass recruit. Try to go for people around your level. Focus on membership slots first, but once you get around 15-21, look for speed. Membership slots draw members. Once your bigger, aim to get other people's deputies. Deputies are usually active. However, if they are a level 70 in alliances of level 30's and deputies, usually not active. Have fun
