Lot of rules and specifics if you ask me. No need to be too strict and exact about it, just the fair play rules would do. And if you promote too many people, you'll have more generals than members. Promote your most active and loyal members, but save your cabinet positions for those worthy and qualified for them.

like high levels for example anyone over level 60 deputy and lower levels in that sort of order
