No its good in same cases....i got 29 members from a forum post and that was within 2 weeks of it been up....

Forum recruiting doesn't usually work, but I've found people from forums to join my alliance mainly through the I'm back at playing posts, it just takes time and you can find people.Asylan (US1) said:FYI Forum recruiting is useless

Become lvl 70 and get good OPs, then you make a lot of powerful friends to give you some safety and protection. Then start an alliance and recruit low level players and train them. Shall i open the alliance? No, don't do that.
Go on the looting rankings and invite anyone above 100k loot. Are they already inside an alliance? If the alliance is weaker than yours then you can send him/her a message asking if they want to switch alliances and join yours.
It's important that your alliance performs good in the events, players wants to grow and become stronger, and if they see that they can grow in your alliance, then they will become interested and stay there. Make sure you commnicate with your players, so that they feel they are a part of the alliance and it's growth. If there is no communication then they will instantly lose their interest and start to look for other alliances and options.
Kick out any trouble makers, they will only sabotage for you.
Don't look at players level, their loot is what matters for the most as you want activity.
Never promote any players who asks for promotions unless you know that person.
Also, playing the events is key for alliance growth. If you are not paying attention to the events then your alliance is doomed to fail..
I hope the event part was clear enough... I see way too many new alliances out there who fails, not because they are bad or dumb, but simply because they ignore the events.
