Where do I go to send a member an invitation? I've looked everywhere. I can't find it.

Do you mean send an invitation to a player not in your alliance? (the only way you can send an invite)..... if so, it is easiest if you find their castle on the map, then click on 'Player info' here:
Then, you should see an option on the popup to send them an invite:
If you mean how do you promote someone within the alliance, you have to go to the members list of your own alliance:
Then, find their name on the list, and to the left of that name you should see the option to promote that player, which will prompt a popup with all of the different ranks and descriptions of those ranks:
