King Ludwig, a majority shareholder in Rearden Steel invites all good natured players to join him in ruling over his lands.
Our great King has signed Proclamation 25-284 which states that players level 20 and under are only permitted to join approved clans. At this time the only approved clans are Great Nation and wiiings. Level 20 and under players are also required to pay a weekly tax to Rearden Steel. Violations subject to penalty.

Level 20 and under this has to be a joke. I get to level 20 in under 24 hours when I start a new character on the other servers. Sounds like a major troll. If serious though. What is your end game?
