im already level 13 but have no idea how to get started in forming an alliance

What you have to do is click on the image of a red and green hand on the bottom left of the screen in the world map.Then click make an allience or something, don't know but it says something like that. Give a few rubies, it tells you how much and resources and coins and you became the leader of the allience.

A year ago it was 300 or so rubies. If it's still the same, then use the starter gift the game gave you. I suggest you don't start an alliance at this time, there aren't many people to invite.
