Click on the alliance button in the lower left side of the screen, then click create alliance, you will need some rubies and coins.

This. ^ But also, take in consideration that alliance members tend to prefer a leader with better understanding of the game they are playing and how it goes, so take time to make it to at least level 20 before creating your alliance. Just a bit of helpful suggestions.
