Really you need at least 17 members to say if people would like to join .
Because look around your castle. There are very tough alliances. Would you expect them to join you easily? You need friends to grow with. If you make friends they can support you for your alliance. That's how my first alliance went when I was leader.

You know, every alliance started out with 5 members, including all those 'big tough ones'.
