Look continuous attacking (on low leveled players) and "stealing'' rvs isn't counted as bullying, because if it was then GGS wouldn't have allowed it

I looked at the dictonary and found this

Bullying: Use superior strength or influence to intimidate (someone), typically to force him or her to do what one wants.

That definision sounds way similar to your quote. Most people are dealing with people like this, and your not helping out the situation. Most people even hate being friends with people saying that this game is "a bullying game".

How on earth is this topic more suited to Alliance News than the Questions section?

Because it's not asking a question about the game.
It's users claiming they're being bullied and, presumably, looking for bigger players to help them out.
There was already a similar topic about this, requesting players discuss being bullied in here. This section was where this topic was already located.

I merely merged the two topics, and hadn't even got around to relocating it.

I suppose, technically, it's rather unclear where this would be best suited, but I don't think it should be in questions.
I think it would probably be better in alliance searches, though. As that section focuses on member searching, so it could facilitate people searching for other people to help them.
