#1 alliance means a lot of things. This regards directly to honour. Be careful of what words you use, could anger people.

No offence to Roman Empire, and I'm sure they are one of the strongest alliances in Int 1, but in truth, no one buys the claim that they are the unchallenged '#1'. There are plenty of other great alliances. Its all just exaggeration to persuade recruits to join! So don't get all worked up about it lol...
