so what? I have low level friends on aus1 aswell, doesn't mean I am going to let them into the alliance because no matter how good friends I am they are still low levels and therefor useless to a big alliance

One does not simply make a PTR alliance. A month or two back the powers that be in PTR Prime/Legends decided that there could only be a few PTR alliances. Get to at least lvl 25 and about 1000 honor and almost any PTr alliance will take you.
