Everyone has to start some where don't they so he may have strong members just looking for more it is relly hard finding active and strong members cause all of them have joined the big alliances.

they do that for a reason. lvl10s don't get in to big alliances because big alliances can be picky. Lvl 60s don't join tiny alliances because lvl60s can be picky.
Advertising a tiny alliance as a big one is misleading. it means that players who wouldn't qualify for a big alliance won't look closely, and players who wouldn't ever join a lov lvl 5 man alliance won't apply after looking.
Might as well be honest about what he is recruiting for so that he gets honest recruits.

That might appeal to players who would consider joining.

It's not my alliance, but we co-own a very big chain. And we used to be a very big alliance. If you join you will have power over many big alliances, by big alliances I mean alliances with 20 level 40s.
