why do some castles show a bull's-eye that says "free to attack?"

That can't be right. My castle has a "free to attack" target on it. I can't attack myself and don't want my alliance to attack me either. It doesn't make sense.

I thought I would get info on how to get rid of it.....First I did not put it on my self, and it appeared when I was the only one. So that does not seem to be the reason. Just want to get rid of it.....please advise how to do that....Thanks.
