in equipmemt room there is two sides first side you have equiptment that you can put on comamders and cast, but is there any way to sent equipment from the second side back to the first to use them

If you mean making a cast piece of equipment have the same properties as the comm (or vise versa), then no. Casts' and comms' equipment stay as they are.
