When will a new Capital will come in INDIA 1 server or in any server?

Number of capitals, metro, etc, are proportional to the number of players on that particular server.
So a new one will pop up when a certain number of players count is reached on that server.

I crunched the numbers and determined their can't be a capital for ice, sands and fire./
There must just be two green capitals and a fire capital...
They should add an ice and sand capital...
