If the castle I am attacking has 110% ranged defence, then if I sent 22 mantles (-110%) will their ranged defenders be power less?

yes, well on the wall they will.

Or if they have moat protection you need to take that into account as well.
eg
20% net moat = another 4 wooden mantlets
or you can use moat tools, but thats for your melee waves.
