I assume ur a low level, as of now the best thing when low level is to farm the events hard and get the spring commander, he will be amazing at a low level.
Adittionally you should Robber Barons frequently to top up on equipment to forge legendaries.

nomad and samauri casts, spring event commander, blade coast 2 piece set (this one is great b/c combined with good legendaries or the two piece berimond set or 2 pieces of SI set you can easily get (or get close to) 90-90

Hello,
either way you join in the events and save the necessary ''tokens'' to buy the equipment or recieve equips for being in the top 100-50-1 spot. (note: some equips from the events have extra bonus when they get added with a second piece of the same kind)
Or you keep attacking towers in green/ice/sand/fire to obtain all kind of equips, which you will go force together into legendary equips. This will take some time seeing you won't always get good ones and the forcing won't always give you a really good result.
Note: to obtain 90-90 you will always have to upgrade your equips in the technicus.
