Here are the basic requirements you asked for
Over 16, level 50+ or previous knowledge and experience playing the game, active, helpful and so on

• access to skype is preferred
  
• knowledge of entire game
• ability to communicate effectively and professionally
• active use of forum
• experience playing for a long time
• having a polite and helpful attitude at all times
• ability to take a joke/make jokes on the forum
  
• answering the questions asked on the forum promptly
• participating in the forum on all sections, games, discussions, and so on
• being well liked in the community
• decent track record on the forums
• full knowledge of all the forum functions and community guidelines

Although @Graycat (US1) has mentioned a few things its not strictly true.

I'm 31, level 300+ on multiple servers, extensive knowledge, and a game developer. 

Access to Skype, check. 
Knowledge of entire game - impossible, but I know more than the staff do, most likely.
Oh, guess I'll stop here. I'm way too mean for this job.
