woodcutter level 9 to 10 is what I'm upgrading and I cant because that is what it says

Have to wait till the architect camps outside your castle to upgrade certain levels and research a few things

Arhitect's only for buildings btw. The Researcher is for research.

I have the pavilion, but there is nothing to allow me to accept the offer.  How does it work?

You have to find buildings it allows you to upgrade

For example:

Those things once level 9, are only able to be upgraded with architect.
