This dis-proportionality of the game also touched the process of crafting the build items. Among the required materials, farming tools obviously stand out. An accumulation of those tools can easily exceed 10000 items, whereas find sand is never enough. I am just wondering, if this situation was made on purpose by the developers?! Are they aware of it at all? Or perhaps there is a wrong random number generator in the code, so such biases pop up everywhere. I really hope this one can be resolved.

No **** it was made on purpose.  There has to be SOME reason for people to buy stuff with rubies....

GGE developers were probably too lazy to come up with unique rewards for nobility, so they stuck a pack of farming tools on each reward level.

Fine sand was probably done on purpose, to give players an incentive to buy fine sand packs from the armorer.

The problem is that Gooodgame Studios wants to make money off of the common items as well such as fine sand and/or bricks and that is the most likely reason why you can not get common items from the nobility contest. I agree that an excessive amount of farming tools also known as hoarding is worthless which is why I am often times not motivated enough to go beyond the first reward, because unless if you want to go for top positions like top 100, top 5 for the shady character event, or first place the rewards are not worth it. Now the third prizes are sometimes decent, but unfortunately they also come with farming tools even if they are not needed. Maybe if at least the third prize was going to be replaced with something other than farming tools I would be more motivated to participate in the Nobility Contest. I also remember a time when the nobility contest used to be more fun before we could even get the farming tools as rewards. People complain about this often, but unfortunately has been largely ignored by Goodgame Studios.

Maybe instead of farming tools or common bags at third prize Goodgame Studios could reward only just one prize that does not include farming tools or even reward two prizes at the same time like it was previously for third prize, but have no farming tools. The Nobility Contest could for example maybe reward something like 50 4% flags and 50 15% mantlets for example instead of 50 4% flags and farming tools along with it and/or one level 5 gem and one level 6 gem for third prize instead of including farming tools for that as well. Also, if a level 6 gem is included for top 100 or top 5 then it could be replaced with a level 7 gem at least for the level 70+ players.
