Which commander has the most flank (without using gem)

I think it's the Guardian of the Lotus King, it has 30% flank, but i'm not so sure.

A ruby comm has 50% flank, but that's... for other day.

This has 50% on flank think its the most ( until now)

Elementalist and new samurai commander are both 9 piece sets and require those 9 pieces for the flank bonus.
Blood crow commander without gems has 30% but is useless without gems
So Highlander with look item and blood crow hero would have 45% flank without gems, so making it the highest.

Crow has 35%, but elementalist and the new Ivory Queen has 50%. so ivory queen and elementalist has the best for those 9 piece sets.

nutcrackers flank bonus is only for npc targets, there is also few others npc comms that has that 40 flank, desert com, and headsman have that.

I thought he means that without flank gems.
 there is not many commanders now that doesnt are 9 pieces,
and best flank in those is foreigner invader com with 29flank

all those 9piece sets are totally useless without their own gems, why would anyone want to know which is the best of them.
