  Can someone  tell me. I was told that rock crushers can be made.  At what legendary level is this ? Or what has to be done to make them?

i can only go by what i was told.

You used to be able to buy them in the Underworld event, which I'm not sure if they're still doing.

I am not sure about training. But at level 40 as a reward you get 100 rock crushers. And yes you can still get them in underworld. You can also get the ranged version.
