I am a level 70 player who just started an alliance and I wanted to know how do I get members and grow?

Well, what are you trying to achieve?

Do you want to build an alliances that does a lot of players vs players? Do you want to build an alliance that does a lot of NPC's (sams, nomads, foreigns) or do you want to build something inbetween both of those, aka, something more versatile?

Without a purpose, your alliance will only become one big mess.
If you have a purpose/a goal. Then this is what you should base your recruitment on.

If your alliances purpose is to do pvp then you preferably don't want to recruit people who only plays events.
If your alliances purpose is to do NPC's then you preferably don't want to recruit people who only does pvp.
If your alliancs purpose is to be versatile, then you preferably want to recruit people who plays both NPC's and pvp or at least try to have a balanced mix of those players.

Generally, you want to recruit active players.
So how do we find out if a player is active or not?

The answer is by looking at the weekly looting list.
Here is a view of the looting list from my own server.
The weekly looting list is dynamic (constantly in motion). The numbers tells you how much the specific player has looted during the week.

Look through the looting list.
What you should be searching for is active players of alliances weaker than your own alliance or players who doesn't belong to an alliance. Generally, the better the looting scores the player has, the more active he/she is. So you want to recruit players with as high loot as possible but also with the most chances of success as possible.

Let's say your alliance is at 30 million power points and always places top 20 in the events.
Then you would want to search for players of alliances below 30 million power points and with an event ranking below the top 20s. Why? Because most people wants to upgrade and not downgrade when it comes to joining a new alliance.

Whenever you managed to find a player that fits the description then a simple message asking if he/she wants to come and join you is more than enough. In this first message you could also specify the goal with your alliance and what you wish to accomplish with your team. By doing this you will be able to filter out the players better and gain more players who shares the goals of your team.

An example of such a message could be:

"Hello

We are a newly established alliance who seeks to grow and become stronger.
Our team primarly focuses on pvp but we also do quite a lot of NPC's.
Apart from this we make sure to just enjoy the game and support each other whenever it's needed.

Would you like to join us?

Here you asked if the player wants to join you. But you also gave the a player a description of what your alliance is about and what your goal is. Small details like these can decide whether the player will decide to choose your alliance or to stay in his current one or alternatively joining a different one that might match him or her better.

I'd say this is the easiest way to recruit new players. Of course there are other ways as well, but i will not get into those, it's better to keep it simple.

I plan on doing a lot of events and trying to get to the top but no one has joined the alliance so far and it is discouraging a little.

Building an alliance from nothing is very hard. Instead of trying to build one why not join some already existing active alliance.
