What's the best defense tactic?

Honestly, it depends on what you are up against. Turtling is when you are overwhelmed outnumbered and about to know you are going to take heavy losses. Keeping attack troops in protection or on the move. And, only poking your head out once in a while to make a hit, send a successful defend or support another person's castle. If you're not in an Alliance with a bunch of level 800 you can fully expect your castle to burn. 100% fires are not uncommon in this game. United a group of Turtles can be very powerful against an average alliance and sometimes can even shine against all odds and the best this game has to offer. It honestly isn't the path to victory all the time. But, it does an excellent job of keeping you in the "fight".
Hit First is where you choose your target and fire on it first. Finding a player in the other Alliance holding a butt ton of troops and mass attack them. This can be in a war or the precursor to war. But, at the highest level in this game sometimes it all about keeping the hits coming. I swore I've seen Alliance mortgage a house and sell the farm just to burn a castle or secure a kings tower.
Knowing where and when to set up your defense is key. But, a level 800 can be a monster. It's important to find the right balance between having enough defense which actually isn't my strong key and keeping enough attack troops to make the game worthwhile playing. During both the KoN vs TUF and Grumpy vs MISC wars I played in I was still able to keep enough loot attackers to secure prizes, gain more Attack worthy troops and fire at will. It's important to not let the war slow you down. Your loot troops are your complete and total life force without them you are nothing.
Best Defense is actually a total offense. KON and MISC use this strategy well. The tactic kind of speaks for itself but isn't for the faint of heart. For the most part, it comes with completely maxing out your credit cards and sending 20-100 attacks at each and every person in the war. The endless wave of Veteran Horrors coming from level 800 is a very beautiful and powerful thing. And, to think they had 2 sides play this tactic for like 3 years. Some of the people know it from exact date too exact date. But, from what I heard the greatest war in US1 history started with a couple of exchanges on Halloween... or was it a full-on declaration. No one really knows to be honest to this day this war that ended a couple of years ago still has consequences to this very day. The fog of war is looming and apparently right now Grumpy is still paying the price.

Or, just high courtyard. Put as many troops on the flank as you can. 100-0-0 or 0-0-100 throw on some limes/nails, stuff the courtyard. Throw caution to the wind and let it ride. Sometimes your nails/lime and range tool 3/1. But from what I seen limes/ nails work best. But, the level 800's hold their secrets and very rarely do you get to see how the hit. But, whatever you do make sure you've got firemoats equipped or you're gonna get totally wasted.
I like to call this strategy "grabbing your ankles and taking a deep breath"

Really though at your level all you have to really do is put men up and match counter the tools. There is honestly a lot to this game and most of that play wouldn't play it if it wasn't very hard to be good at.
If you stick around long enough and find the right group of people it can be a lot of fun. %74 of the server doesn't play very hard. But, the %25 that does play very, very hard. And, 1% literally holds the entire future of the server in the palm of its hands.
It some really amazing stuff.
